Silverlight is one of the prerequisite that will be called during SCCM client installation.
The ccmsetup installation wont get succeeded until Silverlight and other prerequisite succeeds.
I have seen few errors ,where CM12 agent installation kept failing due to Silverlight installation failure as mentioned below in the image.
C:\Windows\ccmsetup\silverlight.exe returned failure exit code 1612
Solution:
Delete HKLM\Software\Classes\Installer\Products -> Silverlight key
Restart installation
